Justification
Governor's Recommendations 2023-24
The Governor's Budget Recommendation for Fiscal Year 2023-2024 includes a restructure of the Office of Medical Marijuana
Use (OMMU) into a new Budget Entity that is specific to Medical Marijuana Regulation.
The OMMU is charged with regulating medical marijuana use in Florida to ensure patient safety. The office's
responsibilities include writing and implementing the Department's rules for medical marijuana, overseeing the statewide
Medical Marijuana Use Registry, and licensing Medical Marijuana Treatment Centers (MMTCs) to cultivate, process and
dispense medical marijuana to qualified patients. The OMMU is also responsible for issuing identification cards to
qualified patients and caregivers.
When the OMMU was originally established they were organized into an already existing budget entity, so their budget is
not currently identifiable in the General Appropriations Act. This issue will restructure the OMMU's budget into their
own Budget Entity to allow for increased transparency. This issue nets to zero with issue 1801180 - Transfer the Office
of Medical Marijuana Use to the Medical Marijuana Regulation Budget Entity - Add.
